I honestly can't see how. A return receipt merely ensures the mail was delivered. Attempting to use it as a "vote" of any kind would be problematic; since the USPS requires a signature before the parcel is delivered, the recipient would have no way of knowing nor reason to suspect that simply signing a document saying they recieved a parcel would be treated as a vote at all, let alone whether it would be considered a vote for YES, NO, or PURPLE MONKEY DISHWASHER.
