Yes, it can. Any awards earned in the Army or other U.S. military service can be worn on whatever current service you are in. Order of precedence for the Service Ribbon should be dictated by Air Force Regulations.
Any award with a ribbon can be worn on a different service uniform if it was earned while attached to a joint command, the person was involved in a joint mission, etc. The ribbon device is worn on the right breast over the pocket.

NO. The Commander's Award for Civilian Service is an honorary award presented by the Dept of the Army to civilian employees for commendable service or achievement. Only Army civilian employees are eligible to receive it, so there would be no way for a U.S. Marine to wear it on his uniform.

the british army were MTP (used to be dpm95) navy where blue shirt and pants with a peek cap and air force where mtp on tour but they where a olive green over all when training (btw they also use the L22A2 AVF carbine varient of the L85A2) HOPE THIS HELPED :)

I don't know about Army Aircrew wings but you are authorized to wear Navy Aircrew Wings in the Air Force, if you can manage to get them. Best bet is to check Air Force Uniform Regulations publications.
