If you are in the DEP, you can call your recruiter up any time, and give them written resignation. You can not be prosecuted, fined, imprisoned, etc. You will swear in again the day you "ship out" for boot camp, literally hours before you hop on the bus to the training facility.
If you are in the DEP (Delayed Entry Program, yes! If you are at MEPS and swear in the day you leave for boot camp, No.

It is highly unlikely that the U.S. Army will take someone who quit while in boot camp. Currently, with only a very few exceptions, the U.S. Army is not accepting reenlistments from soldiers who have left service after fulfilling their enlistment obligation. So, it is highly unlikely the army would accept someone who quit during boot camp, unless they were discharged for humanitarian reasons.

You're not in prison when you join the military. However you'll only be allowed to contact outsiders when you are off duty during bootcamp. It appears that no electronic devices are allowed at bootcamp so you'll have to use a public phone.
