Grover Cleveland was actually not enlisted. He was faced with a dilemma, after the enactment of the Conscription Act of 1863, to either serve in the army or find (and pay) a substitute. In order to support his mother and sisters (his father had long passed), Cleveland decided to pay an individual to take his place in the army and remain in Buffalo where he practiced law. This was a risky move, since a military record was expected of anyone planning to run for office.
