William H. Taft signed the tariff because he did not want to anger the conservative republicans in 1909. The Eastern industrialists were satisfied, however mid-western industrialists were angry with Taft.

When I was a boy I found a book on the history of baseball in my grandfather's house. It was interesting because it was written in the late 1940's. Baseball was a younger sport then. This book included stories of great 19th century baseball teams I'd never heard of. One of them was the Cincinnati Red Legs, who were a dominant team some time after the civil war. I want to say the 1870's. A piece of trivia in the story concerned William Howard Taft. As a young man Taft was good enough as a baseball player to be asked to play for this outstanding team. Taft turned down the opportunity because his father was opposed to it. Professional baseball wasn't as respectable as it is today.
William Howard Taft didnit want to become president, he wanted to become the Cheif Justice of the United States. Theodore Roosevelt didn't run for a third term for presidency and thouht Taft waould make a wonderful President, but he was sadly mistaken.
