No he did not fail. Historians rank Theodore Roosevelt as one of the most effective presidents. He was not perfect, but I do not think any knowledgeable person was call him a failure as president.
There was not much that Herbert Hoover did not understand-- he was one of the most intelligent of US presidents. He had a conservative philosophy of government that become unpopular , but I think his choices were not based on lack of understanding. I think he knew what he was doing and stood by his principles.
