Yes they are the head doctor
Yes, an obgyn (obstetrician/gynecologist) is the one who will "deliver" your baby. However, he doesn't HELP you give birth,as in he doesn't stay with you throughout labor and give you emotional support. So if that's what you were asking, then you'll need a doula or a midwife. Doulas don't deliver the baby, but they give you great support during labor. Midwives deliver babies, but many of them will rpovide more emotional support than an obgyn. This answer is based on a US model of care.

So long as you are certified and have your Vet Tech license then you should be able to help deliver foals.
No, Pediatricians take care of children after they have left the hospital. During birth there are Obstetricians and midwifes that delivers the baby.
If you are not trained and the baby is coming so quickly there is no time to get help you will not need to deliver it, it will deliver itself. Just keep the mother calm and in control and when you can see the head ask her to puff it out, make sure the cord is not round the neck then when all the baby is born make sure it is breathiing and give it to the mother to hold on her chest to keep warm and keep them both warm until help arrives.
Veterinarians deliver baby animals, if the mother cannot deliver on her own.
