Does Spain have an elected president or prime minister?

Teh president of the government (Prime Minister), the regional presidents (something like the US governors) and the mayors are elected by free elections with universal sufrage for every spaniard with most than 18 years old. In the regions and towns' elections the citizens from other European Union's countries can also vote.

The proper term for the head of government of Spain is Presidente del Gobierno de Espana or President of the Government of Spain. He acquires the title when he is nominated by the King of Spain, stands before the Congress of Deputies, receives a vote of confidence, and then is officially appointed to the position by the King. It is, in effect, an indirect election by elected legislators. By political custom established by King Juan Carlos I after the ratification of the Constitution of 1978, the nominee is always from from the party with a plurality of seats in the Congress of Deputies.

The national legislators of Spain are elected each 4 years in a General Election.

The individual who becomes Presidente del Gobierno (President of the Government), the proposed head of government is chosen by the King from the Congreso de Diputados (Congress of Deputies, the lower legislative house), he/she is then voted on and approved by the Congreso de Diputados whereupon he/she is given the Oath of Office. The Presidente del Gobierno selects his ministers and proposes them to the King.
