It is the government obligation to issue these to people who apply, otherwise "they" borrow or buy one from someone to be able to work. Now, who gets credit for the earnings of these people. Another thing to consider is that social security is also used to help people out in their old age. if this is not done, these people will be on welfare all their lives. we do not want this!
