During his early months in office, Kennedy moved slowly on civil rights issues. He did not want to lose the support of southern members of Congress. Later in his term, Kennedy became a much stronger supporter of civil rights. He wanted American society to put into practice the principles of freedom that U.S. leaders preached to the world. He decided it was time for the government to take action in support of civil rights.

What amendment or bill of rights has President Obama changed?

None of them. A president cannot change an amendment nor change anything in the Bill of Rights. For an amendment to be adopted, it must first be passed by Congress and then ratified by 3/4 of the states. Mr. Obama has not tried to change anything in the Constitution. He has expressed his disagreement with certain laws and policies, but presidents often do that. Expressing disagreement is not the same thing as trying to change the Constitution.
