He did so with a series of laws that were sympathetic to the Allies i.e. the Lend Lease Act. That way the USA could help the war effort without having to be in the war. Of course it all ended when the US was bombed by the Japanese and the isolationist realized they couldn't just sit on their behinds and do nothing! :D
