Persons from the Commonwealth countries can enlist in the British armed forces, same as persons from the former Spanish Empire can join the Spanish armed forces. Such is life in the developed world with low birth rates and low native enlistment rates.

Jamaicans are still taken into both the Royal Navy and the British Army due to Commonwealth statues, however it is rare. In the case of Jamaica it would be far easier to enlist in the Canadian Forces due to their unique presence on the Island. If you are in Kingston make inquiries up in Newcastle (on Blue Mountain) where Canadian Forces maintain a very modest base. From experience (and I am a Jamaican military retiree) it is far easier to be in the military from the United States. Make sure all your paperwork is in order and go to Miami and chances are you will be accepted. Did very well for me. Be strong.

No. And if you're not a Canadian citizen, the only way you can join - even from Canada - is to either first be naturalised as a Canadian citizen, or else possess a skill which the Canadian Forces need badly enough that they would allow a foreign national to enlist.
