A career like this would require extensive study in law and possibly even public speaking. I'd guess no less than a doctorate(8 years of secondary education), but it would be wise to do more as you'll be potentially influencing vast populations. You won't be able to jump right in, though. It would behoove you to maintain a career in a related field for several years.
