It starts at the bottom with 673d Air Base Wing, the 3rd Wing, the U.S. Army Alaska, Numbered Air Force, Pacific Air Forces, U.S. Air Force, U.S. Pacific Command, Joint Chiefs of Staff, U.S Department of Defense, and finally, the Administration of the White House.
