for example if 99 votes went to X and only 1 went to Y, the 1 vote for the collage will then go to X

For the public to vote the opposite way of the Collage, you would need the majority of the collages to be close (49 for X and 51 for Y) and the rest be spread apart (99 for X and 1 for Y) therefore the popular vote is for X but because the majority of the votes were a close call, the Electoral Collage then goes to Y.
