The first TV's only had a VHF tuner. Since radio used up the frequencies allocated to TV channel one, TV's started out with channel two and went up to channel thirteen. It wasn't until several years later that the UHF band was added (Channels 14 through 83) and when they did that, channel thirteen was dropped from the VHF band and used for the UHF to VHF conversion.
