Lincoln's second term election was in 1864; he had been elected in 1860 the first time. He insisted on Constitutional government, and that required elections, even in a civil war. His margin in many states were soldiers furloughed from active army service back home just to vote. The Democrats nominated General George McClellan, who Lincoln had fired after Antietam for "the slows".

Not necessarily. Many Republicans were elected to end wars that began under Democrats. I'd say if you want the real answer, it's: All wars are started by Republicrats. Both sides love it. This is mainly because it's all a charade at the administrative level.
