By most accounts, Republicans in congress have initiated a record number of filibusters-- more than 200 of them during the president's first term (some sources say the figure is 230). This has included not just disagreements on potential bills. Republicans have also routinely filibustered procedures and proposals they supported under President Bush; they have also filibustered nearly every federal judicial appointment Mr. Obama has tried to make. While political parties in congress have often disagreed on whether a judge is qualified, and both parties have used the filibuster in times past, political scientists say it is highly unusual for one party (in this case the Republicans) to filibuster nearly every potential nominee and not even allow an up or down vote.
