The fire set by the British troops in 1814 gutted the entire interior of the White House. Only the stone walls were left. It took 3 or 4 years to make the place livable again.

on the night of August 24, 1814, the British set fire to the white house during the war of 1812. Fortunately, a storm drove them away and prevented them from doing further damage to the white house and the rest of the district. When the storm subsided, the white house was somewhat intact, but needed a lot of construction to be done to it to make it look like it was before. Who designs the White House Christmas tree?

The White House has an in-house florist and decorator so I imagine it is done by them. All the rooms in the first floor are considered a public museum and under the guidance of the Parks service. The family would have a tree in their private quarters designed and decorated by them, but the rest of the house requires permission to move or change any item.
