There is no one answer or even a formula that applies to all projects. The size of the project, the land costs, the materials for construction, the style of the building, the requirements in terms of planning permission and other variables will have a very big impact. There may be infrastructure changes required (streets, mass transit improvements upgrades for schools or other public requirements (a minimum number of units set aside for lower income buyers for example).

Depends on their income, if they're rented or not, foreclosure or shortsale or not. They range from as little as 100,000 (or less depending) to millions. It's what the market will bare at the time for the neighborhood and comparable sales for like and same units.

The cost of a new apartment complex is highly variable depending on what type of construction, the size of the complex, and the location in which you're building it in. Using wood frame construction will be less expensive than using metal frame or concrete, but you won't be able to build as tall or dense a building. Underground parking structures are very expensive, so if the building needs additional parking that's an added cost. Both land and labor prices vary widely depending on your location.

A good rule of thumb is that the cost to build a new apartment complex is roughly the same as the cost of buying an existing complex on a per-unit basis. This will at least get you in the ballpark, give or take 50%.
