The only way one soldier can out rank another who has the same time is service/time in grade is if he has been placed in such a position by a higher ranking service member or by situation. For instance:
Say two soldiers who joined the service at the same time, were promoted at the same time, were in the same unit. Soldier A is made squad leader and soldier B is a member of that squad. Technically soldier B is subordinate to soldier A.
For officers, the lineal list will specifically show which officer out ranks the other, regardless of date and rank.

There's time in service, and time in grade. Time in service is how much time you've spent in the military. Time in grade is how much time you've spent at your present rank/pay grade.

During World War II, soldiers were paid based on their rank and time in service. Enlisted soldiers typically earned around 50 per month, while officers received higher pay based on their rank.
At one year time in service, soldiers who have have received no disciplinary action should have achieved the rank of Private E2. Automatic promotion ends at Private First Class, E-3, which is earned at 18 months time in service and one year time in grade as an E-2.

As for the US ARMY, soldiers do receive medals or promotions at basic training. Most soldiers enter service as a recruit, grade E-1 (No stripe for rank). If you served as a recruit squad leader, or did something else exceptional (like "max" the Physical Training Test), this could promote you to Private, grade E-2, wearing one stripe for rank. Because the US is now involved in a global war on terror, you would also be awarded the National Defense Service Medal (NDSM), as well as a ribbon for completing Basic Training.
