It's the Expert Infantry Badge (not medal). Infantry soldiers are tested on a series of 40 (if I remember correctly) tasks... if they complete those 40 tasks, plus the physical fitness test and a 12 mile road march, they get awarded their EIB. It's a Category I badge, and those were worth 15 promotion points when I went to the E5 board years ago... the promotion points system might not be the same now as it was then.
