The policy that directs and assigns responsibilities for developing, implementing, and sustaining installation emergency management programs at Department of Defense (DoD) installations worldwide is outlined in DoD Instruction 6055.17, "DoD Installation Emergency Management (IEM) Program." This policy provides guidance on emergency planning, preparedness, response, and recovery efforts to ensure the safety and welfare of personnel, property, and mission continuity during emergencies or disasters.
