RE3 You can come back in after you can prove with 100% that the hardship or reason the RE3 was issued has been resolved. RE4 you most likely had a court martial or misconduct the military deems you are not worthy to ever where the uniform again. RE4 mostly generally comes with either a dishonorable or other than honorable discharge. Just to add you can have an RE4 with honorable. This would be for a disabled vet that has gave everything for their country. However can not preform the duty of a soldier any longer.
