by actual law yes... it is deemed a sport equipment instead of a weapon, just make sure your not carrying any hunting tips, only field tips and makes sure its obveous that it is for TARGET PRACTICE purposes.... i wouldnt carry it around thought unless i was going to a shooting range, if you carry it with hunting tips out of season you could also be charged with poaching
