In most jurisdictions, a referendum takes the form of a question on which voters must vote either "Yes" or "No". In these circumstances, whichever option receives the most votes - and thus more than half of the popular vote - is successful, meaning that for a one-question yes or no referendum to pass, more than half the voters must vote "Yes" (excluding spoiled and blank ballots). In some jurisdictions, a minimum turnout is required for a referendum to be successful. It is not uncommon for referendum results to be rejected if less than 40% of the population voted, all though this practice is widely criticised. Very rarely, a referendum may have multiple answers to a question. This happened famously in New Zealand in 1992 and 2011, when voters were asked to pick one of four alternative voting systems for parliamentary general elections. Usually, the results of a multi-option referendum will be confirmed by a subsequent Yes or No ballot, giving the chance of supporters of other options to pick one or the other.
