It's a novelty item. If it's a real $2 bill with a picture pasted over Tom's, you might be able to redeem it at a bank for an undamaged bill. Otherwise it's a copy worth about as much as the paper it's printed on.

I do not know who answered this but they are wrong. Several years ago the US mint authorised the special printing of legal money with special pictures like the cottontail rabbit used by the Children's Miracle Network to make a $2.00 dollar bill that is legal tender per the United States Department of the Treasury Statute 333 USCA. These bills were given out through Walmart and Sam's Clubs with all proceeds going to The children's network. I know they were valued a little over $3 at issue. Value know is something even I would like to know? These were given out at Easter time and had a card of authenticity with them.
