Yes, they did. In fact, the Republicans have set a record for filibustering (and thus blocking) legislation the president has proposed. I enclose an article about the number of times the Republicans have blocked an up-or-down vote on proposed legislation. It should be noted that the link is considered an opinion piece, but the authors are two respected political scientists, one of whom is a conservative and one of whom is a liberal/moderate.
