Upon what is the number of members of the house of representatives based?
The population of a state.
The number of members in the House of Representatives depends on the population size of each state, with states having larger populations receiving more representatives. In contrast, the Senate has a fixed number of members, with each state represented by two senators, regardless of its population. This structure ensures both proportional representation in the House and equal representation in the Senate.

The federal government set the total number of representatives at 435. How these 435 are distributed is based upon the population of the state, which is determined by the census.
2. The House of Representatives, with 435 members. Each state is allowed a certain number of representatives, based upon their population and every state is allowed at least one Representative. The Senate is the other house, with 100 members. Each state sends 2 representatives.
There can only be 435 members in the House of Representatives. Each state must have at least one representative. These states have only one each: Alaska, Delaware, Montana, North Dakota, South Dakota, Vermont and Wyoming. California has the most with 53 representatives. Unlike the Senate, where each state has two Senators, a state's number of representatives is based on the state's population, which is updated every 10 years when the Census is taken. At that time the seats are reapportioned by a mathematical formula called the 'equal proportions method'. Some states lose seats while others gain seats. This won't happen again until 2020. See related links for information about the US House of Representatives.
Each state receives representation in the House proportional to its population but is entitled to at least one Representative. The only constitutional rule relating to the size of the House says: "The Number of Representatives shall not exceed one for every thirty thousand." Congress has regularly increased the size of the House to account for population growth; but Congress fixed the number of voting House members at 435 in 1911. The number was temporarily increased to 437 in 1959 upon the admission of Alaska and Hawaii (seating one representative from each of those states without changing existing apportionment), and returned to 435 four years later, after the reapportionment consequent to the 1960 census.
In the Federal government the legislative branch is divided into 2 components, or chambers. Proposed laws must be agreed upon by both chambers before they can later become law. The two chambers are the Senate and the House of Representatives.
State's electors are based upon the number of representatives it has in the House (determined by population) plus the number MORE
The number of representatives that a state has is base on the population of the state. Each state has at least one representative. The number of representatives can change for each state as the population of the state changes but the number of representatives in the House is fixed at 435.
Population.
Every state has two senators, regardless of size. Do the math. That is correct, each state has two elected representatives in the Senate. In the House, however, the number of representatives is based upon the population of each state. California has 53 congressmen in the House and Wyoming has only one congressman in the House.
