Yes. I was with the 24th MEU(SOC) in '02-'03 while with the Marines. I have the citation in my discharge papers under my awards section.
Yes. They fall under 1st Marine Division which was awarded the Presidential Unit Citation for OIF I.
It doesn't work that way. If they serve in a unit which was awarded the Presidential Unit Citation prior to their serving in that unit, they would wear the Presidential Unit Citation with their unit awards only while they are in that unit. If they serve in a unit when it is awarded the Presidential Unit Citation, then they wear that award at all times, regardless of what unit they're in.However, if neither of these is applicable, then it may not be worn, whether the service member is a combat veteran or not.
You can only wear the Presidential Unit Citation ribbon if you were in the unit at the time it was awarded.

the 43d Infantry Division, was awarded the Philippine Republic Presidential Unit Citation by Department of the Army General Order Number 47-50.
IF you were a member of that unit when it was awarded the unit citation, you can wear it while assigned to any unit. If the unit citation was awarded during a period when you were not a member of that unit, then you may only wear it while assigned to that unit.
Presidential Unit Citation - United States - was created in 1942.
Philippine Republic Presidential Unit Citation was created in 1946.
There is only a ribbon and no medal for the Presidential Unit Citation, since it is awarded to an entire unit rather than to an individual. However, anyone serving in the unit at the time of the award is authorized to wear the Presidential Unit Citation ribbon permanently. Others who serve in the unit at any time later can wear it only while assigned to that unit. In the Army and Air Force, the ribbon is blue with a gold wreath around it. The Navy and Marine ribbon is blue, yellow, and red horizontal stripes. The actual award is a streamer of the same color attached to the unit's flag.

The gunners were awarded the Presidential Unit Citation for their actions in Iraq during their first deployment from 03-07. The exact timeline for being awarded the PUC eludes me at the moment. They were also awarded the Naval unit citation for their actions during OIF 05-07. One of the last guns of Giessen. Gunners!
