Washington was not a genius like Jefferson and he did not have much education, but he was "street-smart". He had a solid practical kind of intelligence . He had an character and he had learned how to lead men.

You're asking a very difficult and broad question, but I would simply answer neither of them are smarter than one another. Both men had a philosophy of keeping the nation united, against sectionalism as well as intervention in foreign wars. In addition, both men led the country during two notable wars: American Civil War (Lincoln, 1863) and American Revolution (Washington, 1765). Not to mention both Lincoln and Washington issued Proclamations which helped to improve our nation's well-being (Emancipation Proclamation and Proclamation of Neutrality). Lincoln freed slaves, Washington freed colonists from British rule and established the first drafted Constitution. They were both very intelligent men and some of our greatest presidents, and honestly neither of them can be said to be smarter than the other.
