Andrew Johnson's secretary of state was William H. Seward. Seward served as secretary of state under both Johnson's predecessor, Abraham Lincoln, as well as during Johnson's presidency from 1865 to 1869.

Both Lincoln and Johnson supported lenient plans for Reconstruction. 10% Plan (Lincoln): Once ten percent of a southern state's 1860 voters had taken an oath of loyalty, the state could rejoin the Union. Both Lincoln and Johnson provided for a generous amnesty to allow Southerners to retain their property and reacquire their political rights. Johnson supported the 13th Amendment that abolished slavery but was reluctant to support Black suffrage believing this was an issue for states

They had little in common, other than the desire to see the South back in the Union. Johnson was a slave-owning Democrat from a quasi-Southern state. Lincoln was a Midwestern Republican who fought a war to end slavery. The adoption of the "National Union" banner by the Republicans was successful in assuring Lincoln's re-election, but Lincoln's assassination meant a Democrat (Johnson) became President, assuring his failure to enact Lincoln's plans for Reconstruction.
NO- Johnson remained loyal. Even when his state of Tennessee seceded , he did not resign his Senate seat. That is one reason why Lincoln picked him as a running mate in 1864.
