Reagan ordered the bombing of Tripoli after the CIA determined that Libyan secret forces bombed a night club in West Berlin. The bombing was the most direct action the U.S. had taken against Libya, but not the first. The U.S. Navy had been engaging Libyan planes and ships in the Mediterranean Sea since 1981 in waters that Libya claimed and the U.S. disputed as international waters. It is important to note that Gaddhafi, the leader of Libya, was viewed with deep suspicion much in the same way that Saddam Hussein and now Ahmadenajad. All made the same "death to America" saber-rattling speeches. It may be deduced, if it is not accurate, to say that the 1986 bombing of Tripoli lead to the 1988 bombing of Pan Am flight 103 by Libya.
The government is defenitly in support of military action, because we are bombing that area with our planes and bombers. As for the people's oppinion, that remains to be seen.

Libya attacked a night club in 1986, so Ronald Regan was the President who attacked Libya because of a West Berlin bombing of the La Belle Disco that killed two US servicemen on 5 April 1986. An F111F and its USAF crew were lost in the attack and 45 Libyan soldiers and government employees were killed plus 15 Libyan civilians.
