Based on the difference in Mission Statements for the various armed agencies, it's impossible to centralize this mission under one agency. For instancem the Navy has special requirements for aircraft (ability to handle the stress of carrier landings, prolonged resistance to moist, salty environments) that are not a factor in USAF planning. As such, each agency develops their own list of requirements and passes them off to various development groups in the government and private sectors, depending on which is most able to address the issues at hand.
