He failed to end the depression in the US. However, because of the Harrison administration of the Sherman Silver Purchase Act of 1890, 4.2 million ounces of silver was purchased every month which dropped the supply of the gold and the inability to restock the gold. Cleveland had attempted to solve the issue by attempting to annul the Silver act and return to the original gold standard.

Cleveland was believed to have been siding with J.P. Morgan, a gold bond seller, and against the people's interests. However, if he did not buy from J.P. Morgan, the gold standard would've decreased as well as the amount of the dollar.
