There are always millions of Americans who feel that a new President is NOT qualified, as otherwise they would have voted for him. However, since campaign promises are not an ironclad contract, we can only judge the actual performance of the President once he is in office.
Generally speaking when a President is elected as president, and he has made promises he takes those promises as a "mandate" of the people to do (or complete) that promise.In this context "Mandate" is the will of the people expressed in their support of his election.
