In short, the candy is not specific. There are no rules or regulations governing the distribution of candy from Marines to the locals. These are typically individual Marines trying to show the locals that they are friendly. The candy used is usually whatever they have available. Marines get this candy from various places. Some MREs have a snack food in them (M&Ms, Combos, hard candy, pretzel sticks, chewing gum, etc) and Marines will hand these out to the locals. Some families will send care packages the their Marines that contain candy or mints.
