If you are talking about last nights speech, I think the Senator was trying to say that Obama has never proposed a bill. There are several bills and ideas being floated by members of congress but not one specifically proposed by him. He kept referring to his ideas but he has not actually proposed a bill.
In 5th grade, i learned that ppl represnt their state, a woma and a man. They have to be smart with good reputation. Adults in that state email them and the lawyer ppl bring that idea to the congress. Without that many ideas, the congress might do crazy things.
