Awards will be centered on right pocket (as viewed) or left (as worn). They will be approx. 1/8 inch above the pocket. The reason the AR 670-1 says approximately is because all pockets are sewn on the jacket differently. Some are straight, but most are crooked or ark at the top. The ribbon bars can be spaced 1/8 inch apart or they can be touching each other. Order of precedence goes from bottom right to top left as viewed. If your jacket flap is large and covers up your awards, you can get the staggered ribbon bars starting on your 4th row and up. You can also off-set any Class 1 awards (CIB, EIB, EFMB, etc.) to the right as viewed. The right edge of the award has to be flush with the right edge your awards though.

NO. The Commander's Award for Civilian Service is an honorary award presented by the Dept of the Army to civilian employees for commendable service or achievement. Only Army civilian employees are eligible to receive it, so there would be no way for a U.S. Marine to wear it on his uniform.
