President Lincoln did not want to impose on the South the immediate abolition of slavery, but simply put this as a general policy of the Union.
To this end, Lincoln believed that the South could not sustain such a drastic "surgical operation" (the abolition of slavery) without substantial assistance both an economic and moral one, because if slavery was a sin, the North was responsible at least as the South.
Therefore, the South would be compensated.
On February 5, 1865, Lincoln summoned the members of the Government and presented them the proposal for a proclamation based on:
1 - amnesty for any "political offense",
2 - no confiscation of property in the South and return of those already confiscated (except slaves),
3 - four hundred million dollars would be paid to the Southern States in proportion to the number of slaves in each of them.
In addition, Lincoln confirmed the intention to implement a reconstruction plan, under which if in a southern state the 10% of voters in 1860 pleaded loyalty to the Union, to its constitution and accept the thirteenth Amendment, giving rise to a local government that applied this regard and the gradual emancipation of slaves, that government would be considered legitimate representative of that state, which would be immediately restored to all its ancient rights within the Union. articolotheil, la, lo, le, l ', i

President Abraham Lincoln advocated for a policy of leniency toward the South because he believed it was vital to quickly heal the country's wounds. The war was fought from 1861 to 1865.
Lincoln Institute of Land Policy was created in 1974.
The objective argument for implementing this new policy is that it will improve efficiency, reduce costs, and enhance overall effectiveness in achieving the organization's goals.

Under President Abraham Lincoln's plan for Reconstruction, many former Confederate leaders were offered leniency and the opportunity for reintegration into the Union. Lincoln's approach emphasized forgiveness and reconciliation, allowing these leaders to regain their political rights if they took an oath of allegiance to the Union. However, following Lincoln's assassination in April 1865, his successor, Andrew Johnson, implemented a more lenient policy that led to significant backlash and resistance from Congress, ultimately resulting in stricter measures during Radical Reconstruction.
