What attributes are important for consideration when selecting the heads of departments?

Departments such as treasury, justice and defense require a person with expertise in the area of their department. The secretary of state represents the administration in a highly visible way , and must be someone who is completely in tune with the President's policies and will not embarrass the administration with foreign leaders. The other department require less special expertise and presidents typically use them to reward political supporters. Recent presidents also like to appoint people of diverse gender, race and ethical backgrounds.
