Perhaps from Benjamin Harrison's point of view his major failure was in failing to be re-elected as President for a second term and while he managed to defeat incumbent President Grover Cleveland, he then lost the Presidency to Grover Cleveland in the next election. It was most likely the controversy over silver and gold that cost Harrison the Presidency. From the beginning of the Constitutional Republic the U.S. dollar had been coined in silver and the price of gold fixed to that. The problem that arose by the time Harrison was elected is that the people in the United States tended to pay their taxes with silver coins, but the federal governments creditors demanded payment in gold. This began to take its toll on the nations gold supply and the debate of whether to drop gold all together and simply use coin or the keep the system as it had been begun. Harrison did his best to stay in the middle of the road on this debate by advocating free coining of silver, but at its own value and not fixed to gold. This equivocation only served to upset parties on both sides of the debate and by July of 1890 the Sherman Silver Purchase Act was passed by both houses of Congress and Harrison believing this would make everyone happy signed the Bill into law. The Act, however, only managed to deplete the gold supply even further and is most probably what cost Harrison a second term and instead gave Cleveland his second term..
