The President has no direct way to get legislation passed, but his party listen closely to what he suggests. If they are in control, he can sometimes get an entire program through Congress. He can "lean on" particular members by giving making appointments they want, directing funds and government installations to or away from their states or districts and by campaigning for them in their state or district. He can use his veto or even the threat of a veto to block legislation he does not want. He can also try to rally the public to write their Congressmen and Senators in his favor. Members of Congress are very sensitive to public opinion and often take polls to find the opinion of their constituents.
