Locke is well known as one of the inspirations for the U.S. Declaration and of the Founding Fathers generally. While he believed all men are born into a free condition, and enter into a contract with the sovereign to protect essential Rights. Hobbes on the other hand, with his most famous saying: Life is "nasty, brutish and short."
And while Hobbes rejected the divinity of the sovereign, or his divine right to rule -- in order to obtain safety from the savageness of nature, a contract existed between the sovereign and the subject, whereas the sovereign received obedience, and the subject safety.

no, Thomas Paine did, based on John Lockes theory of the social contract of which originated from Thomas Hobbes'
Thomas Hobbes (1651) and John Locke (1689) had the idea that the government cannot function as a strong system when power is shared or split between two or more groups.
Hobbes's and Locke's views were different because,Locke believed that people have three natural rights Life, Liberty, Property. Hobbes on the other hand believed that people should give up their rights to the government so they could live in a safe and orderly way.
Locke believed that humans are born as a blank slate (tabula rasa) and are fundamentally good, reasonable, and capable of self-governance. He also believed that individuals have natural rights to life, liberty, and property. Hobbes, on the other hand, believed that humans are inherently selfish, aggressive, and in need of a strong central authority to maintain order and prevent chaos.

A Democratic System
Hobbes' and Locke's theories have little influence in American thought today. Hobbes' Leviathan has been used as a bible by the dictatorships of Africa. Locke had great influence during the time of the American Revolution. His writing influenced the Declaration of Independence. Today, all politics are local. Politics has been reduced to a combination of, "What have you done for me lately?" "I want mine now." And mantras. Too much American thought today consists of politically correct thinking and wants little to do with the writings of dead white men. Maybe some day America will return to such interest.
