The Army will supply you with cleaning materials including bore brushes, a cleaning rod, a patch holder, a toothbrush, patches and Break-Free CLP.
That's what everyone gets. Some units have parts cleaning tanks that make it easier to clean the gun. In addition, the troops tend to buy their own cleaning supplies including brake cleaner, Hoppe's No. 9 gun cleaner, WD-40 and just about everything else you can think of, including taking the gun into the latrine and washing it in the sink.
Condition 2, does not apply to the M9 Service Pistol.

One would not need to purchase an M9 pistol. One may want to purchase an M9 pistol so they can go target shooting with it. Target shooting is a hobby many enjoy.
