When you have a government who drums up hearings on "Unamerican Activities" that tends to blunt a free and open society and drives people underground. Which is bad for society. You have to remember that with the election of Kennedy in 1960 we were coming out of that era. A lot of paranoia and fear in the press. And society was starting to open up under Kennedy's coaxing. He was trying to lay a vision for a more open and democratic mode for society.
