Our founding fathers never dreamed that the political system would develop into what has developed. They knew that men would disagree, argue, and eventually compromise on issues, but that the "essential good" would take over and that they would do the right thing. They never saw that a person would become a "professional politician", but envisioned people getting elected for a few years, then to go home and retire from office. Thomas Jefferon once said, "That with 2 men you have a law firm. Three men is a political party." It seems he was right.
So people can show their legal beliefs under a group. People have rights.

The more information that people have about what is important in government the less they cling to simple alliances based on ethnic or religious affiliations. The more corruption there is in a country the more people form political parties around which they can exclude others from the ill gotten gains of corruption.

It wasn't up to any president to ALLOW political parties to form, but they first formed under George Washington as the Constitution came about, some people were for the Constitution, federalists, and some were against the constitution, anti-federalists.
