A limited Monarchy was created with the Constitution of 1791.
The National Constituent Assembly ended (on 30 September 1791) because the Constitution of 1791 was finished and put into effect, which meant the end for the National Constituent Assembly and the beginning for the Legislative Assembly, which provided the focus of political debate and revolutionary law making.

C.J Mitchell has written: 'Political divisions within the Legislative Assembly of 1791'
It led to the creation of the Legislative Assembly. It created a limited monarchy and decreased the power of Louis XVI.
The main object of the Constitution of 1791 was to limit the powers of the monarch. The powers were now separated and assigned to different institutions- the legislature, executive and judiciary. This made France a constitutional monarchy. The Constitution of 1791 vested the power to make laws in the National Assembly, which was indirectly elected. The citizens voted for a group of electors, who in turn chose the Assembly. The Constitution began with a Declaration of the Rights of Man and Citizen.

The U.S. Constitution and the Bill of Rights, that is, the first eight or the first ten Amendments, depending on your perspective, was ratified by 1791. Thus it was the U.S. Congress.
