The Oak Leaf Device was a small leaf that was attached to the ribbon of a medal to denote the 2nd issue of that medal. So if a soldier had a Campaign Medal with 2 Oak Leaves meant that the soldier had been awarded the medal three times.

When the soldier earned his 5th PHM, he would use the Bronze Star Device in place of the multiple Oak Leaves. (I believe that is the correct number)
