In all the states that I know of, there is no reason to treat a person in the military any differently in a non-payment of rent case. There might be an issue of making service of a complaint, if they are currently abroad, but even that can be dealt with.

Can a warrant be issued to a person for not paying a month of rent even if no bills where in that persons name and cash was paid with no receipts?

A person may be responsible for rent if they agreed to pay rent, even if their name is not on the bill. A verbal agreement to pay rent is enforceable. Note that if rent was paid in cash and no receipt was issued then the renter has no proof of rent paid and the landlord can screw them over by accusing them of not paying. Renters should always insist on getting a receipt for rent paid - especially if paying in cash.

Can you sue a property manager if he does not collect rent?

Generally there is no point in suing a property manager for not collecting rent. It should be noted that the tenant is responsible for paying his rent on time. It is not the responsibility for the landlord to collect the rent. If the landlord does not collect rent and the tenant should send it to the landlord by mail or in person.
